According to Convention it is presupposed that "the competent bodies of the country staying in shortest terms but not later than four days after the detention, arrest of the accreditation country citizen inform the official consul". The Convention provides the realization of the right of the consul on the visit or provision with the arrested citizen with the necessary juridical help etc.
According to the People´s Deputies, the adoption of the Bill (Reg. №0129) and the ratification of the Convention would facilitate the effectiveness of the consular institutions concerning the rights protection and interests of the natural and juridical persons.
